Apple US can't access the store buys

I was wondering if it is ethical moral for Apple to ban or to unnecessarily prevent access to my purchases in the App Store?

If you have moved to another country and so most likely is not a valid payment to the United States after a certain period of time, then when you change easily, for example the Canadians or the New Zealand App Store to view a specific locale application, you essentially to lose all your purchases (goods/personal effects) in the App Store as you can not change to the App Store.

Sure that you can receive updates of installed apps, but what happens if you have uninstalled the app like not everyone has an infinite amount of storage space on their devices?

So, basically, my question is, how can I change to the App Store now (April 2016) without harassing my American friends for their credit card or PayPal details or spending money on American iTunes gift card?

EDIT: As obviously I can not transfer my purchases, then I suppose I could have stayed with my ID App Store we for now until I find a moment just cut all losses.

Content is licensed to Apple to sell on a country by country basis, each country must have its own store and you must be in the country to use his shop (including redownloading past purchases). Terms of the U.S. store, that you agreed to, include http://www.apple.com/legal/internet-services/itunes/us/terms.html#SERVICE :

The iTunes Service is available only in the United States, its territories and possessions. You agree not to use or attempt to use the Service from iTunes outside these locations. Apple may use technologies to verify your respect.

Apple can and do, disable way permanent accounts for violation of these terms.

If the application is in your new country store you can redownload it free of this store - if you try to 'buy', need you (based on what other people have posted, I did not move country so cannot confirm) a message along the lines of "you have already purchased this article, do you want to re-download it. Media (music, movies etc.) you cannot redownload in a different country, you will need to copy your computer / backup of your library/downloads you've been track and maintain
