Cannot access any Windows application errors

I just bought a new Dell Inspiron i15RV-1333BLK and I can't access any of the applications. It's funny I have we told to download the new version 8.1 of the store Windows but can't access the store. It's like tantalum in Hades. Then... I did my research and I checked the date and that's fine. I rebooted the computer many times and checked my account with microsoft. I changed my account at the local level of microsoft twice! Error for the store is ' not connected to the internet or server error. " Games: 'PC is not connected to the internet. The reason why I bought this computer was because my University did not support Windows XP (a working OS) that Microsoft has been so good to stop the update. My old computer worked better than this and it had 70 GB! Please solve this problem, I am getting very frustrated.

    As suggested by Rod it sounds as if you may have several EUL in the same prod73. Try to connect again, but this time go to tools | Options and click the EUL. It is the last tab on the right side and you may need to click the button to the right (next to connection) several times before seeing the EUL tab.

    Under the EUL tab, make sure that the EUL you want to connect is selected. If it is bad you will need to change it, click on the OK button and then reconnect to the database using file | Connect to the database.

    This time you must point to the right EUL.
