CheckSUR.exe

My system can not install updates.  I downloaded checksur.exe, but whenever I try to launch it I get the error message Setup of the Windows Update Agent has encountered an unrecoverable error.  What should I do now?  I turned the firewall and antivirus off and still I can not install updates.

    This is to update KB971033 for Windows 7 , correct? I highly doubt that the sfc/scannow can replace missing or corrupt content.
