Creative cloud does not locate my subscription

I've been looking for customer Help that could fit perfectly with the problem I have now, but I couldn't find help.
So, I bought the plan of creative photography of Cloud (one year) and Adobe sent me an email saying payment is complete. However, the State on my Adobe ID is always creative Cloud Free Membership. I was wondering if this is the reason why I can't locate my subscription while I tried to install Photoshop. He kept saying that my judgment is outdated and I should buy the plan, but I have already bought.
What should I do?

I had tried many suggestions for the disc turns, but it still not open.
What I finally did was to uninstall all of my Adobe programs. I thought that I had these programs creative cloud. I started creative cloud and its opening. I downloaded programs I wanted with a glitch. Each program loaded at 85% and stopped. I had to reboot to get it to get.

Creative cloud does not always load apps
I followed the instructions for solving problems for the creative cloud does not not apps (Adobe Creative Cloud desktop application does not open or shows a spinning wheel of progress)but it still doesn't work. I've updated creative cloud yesterday. Now, the creative cloud does not-empty main screen... As the last stage attempted to delete all files in the OOBE folder. BUT:
Cannot delete all files: Windows: [system drive]: \Users\ [username] \AppData\Local\Adobe\OOBE, because Windows does not - ANEdata.db, fylesyn.db and opm.db.. .are open creative cloud.
But CC is closed - checked with the Windows Task Manager. PC is restarted twice.
What was my mistake? How is it possible to reinstall creative cloud?

close your application office cc and, if necessary, use the Task Manager to end all process of cc.
Delete these files.
First, close your office cc application.
then, rename the opm.db file by:
Navigate to the OOBE folder.
Windows: [system drive]: \Users\ [user name] \AppData\Local\Adobe\OOBE
Mac OS: /users/
folder/Library/Application Support / Adobe / OOBE and delete the file opm.db
Finally, launch your cc desktop application.

Creative cloud does not work. I reinstalled it, it worked once and now nothing. So, the adobe web site is very slow.

- Uninstall Adobe CC (Creative Cloud help |) Uninstall the creative Office Cloud app)
- Reboot the computer.
