Creative cloud does not always load apps

I followed the instructions for solving problems for the creative cloud does not not apps (Adobe Creative Cloud desktop application does not open or shows a spinning wheel of progress)but it still doesn't work. I tried to contact Adobe but I get more spinning wheels as the collection of information. I have reinstalled creative cloud four times and muse more times that I can remember. I paid for MUSE, but I can't use it. Y at - there someone who can help me please.
