Dell Windows 7 recovery/restore factory - Windows problem requires the user ID and password after recovery full? Why?

I have a desktop Dell Inspiron 580 with Windows 7 Home Premium. I did a full system recovery using the recovery partition on the hard drive first where it erases all data and gives back to the factory condition. After the restoration, when Windows starts for the first time, he returned to the normal login screen requiring a user ID and password.  Why is this? I can't continue because there is no user ID and password when you wait for all the data to be wiped and starting a restore factory complete.

I realized a second time with the same results.

I realized a third time using the Dell recovery disk set, done using the Dell program on the computer before the restore operation. I watched the program perform a partition formatting, so all data should be erased. I got the same results by asking an existing user ID and password.

Now, I did complete factory restore a fourth time by using the recovery discs. I always get the same results.

When Windows 7 starts for the first time, every time, I expect windows to ask me to create a new user and password.  Instead, Windows starts to askling normal login for an existing user ID and password screen. What is the cause of this problem? I see many people with this problem in the forums. I have not found a real solution.
