For me, this looks like a defective screen. It might also be malfunction of the inverter FL.
However, it seems that there must be a hardware failure. In this case, the only way is to contact Toshiba service for assistance.To be 100% sure that it of not a software problem, you can try to recover the operating system or / and try updating the graphics card driver.
