Double check my plan, please

I'm about to reset my Photos app and don't want to lose a few tedious edits, so I guess I'm looking for a validation of my plan.

Background: when I place the Photos on my iMac and MacBook Air, I did not realize that several folders of photos had bad timestamps on files. The result is a bit of a mess that I have not heard until I had done on recent work of tedious tinkering. I thought it would be easy to adjust the date/time in the Photos app, and that the when I realized there were hundreds who were wrong. None of these files are changed in the Photos app. I have scripts to reset the timestamp on the source files, and I already did.

So here's my plan:

1 create a smart album with modified pictures. Create a normal album of this kind it downloads to the photo library to iCloud. (Also export files edited as a backup)

2. cut the iCloud photo library and computers.

3 Rename any libraries on the two machines.

4 remove everything except the pictures changed on iCloud.com

5. create a new empty library of Photos on my iMac.

6. turn on iCloud photo library and wait for download pictures changed.

7. make sure that "store in library" is selected in prefs Photos.

8. import existing files into albums, by ensuring that the chronology is correct this time.

9 ignore duplicates or delete for the edited files.

10 once the iCloud library, create a new library of Photos on the Macbook Air and let the fill of the Cloud.

His plan? Am I missing something essential?

Well, I did it last night and step 10 is not the case, or is very slow.

So I have my library of Photos of iMac completely aware. No referenced file. It completely downloaded to the iCloud overnight Photo library. I called him up on via the web application and of course, it's all there. Perfect.

I created a new library of Photos of system on my MBA and entered in prefs and turned on the library to iCloud. I had a update screen and nothing happens. I just let it go until I came home at lunch and still nada. If I go into Prefs and try disabling iCloud photo library that he says he puts in day - so I cancel and let it go... but still nothing is showing. Stumped on what to try or maybe I need to pass a few more days?
