  Are you connected via a wired or wireless?
  If you are connected wireless; you could try to connect with a wire and then try the downloads.

  Who is your Internet service provider, and what kind of equipment do you use to connect to their service? 

  You may have a faulty modem.  You can call most of the suppliers and ask them to test your equipment/connection to see if it is the problem.

  You have other computers on your network?

  If the answer is "Yes"; do you have the same results as the download of files on them?

  All type of internet security applications or third-party firewall you use?

  If the answer is "Yes";  try temporarily disabling them and download your files.

  You are connected to a router?

  If you are, try to connect directly to the modem and see what kind of results you get.

  If none of this helps, please post your hardware specs so that we can give you more troubleshooting steps

  I think that your SATA driver is the ahci module.  The problem you see would also be good disk hardware or faulty controller.  The test equipment is a good idea - it is more likely a hardware problem if it worked so long on 4.0 without problem.

  You can see what the parameters are configurable ahci has by running:
