  I don't know something, you can download and have work for 2015. I think that the best you can do is install PS CC, which was the last version which had this filter. You can have both CC and CC 2015 installed on your computer.

  I suspect that your problem is that the installer of the action is not compatible with Photoshop CC2015. Modern versions of Photoshop do not use the old Extension Manager and so if the developer has not updated their actions, you will not be able to use them. I tried to find your action but it seems around a bit, but it seemed likely

  You must have a graphics card supporting OpenCL and CC 2015.1.2. If this isn't the case, update the driver software of your card or in the case of double cards, see that Photoshop uses the high-performance card.

  Go to Photoshop and running the GPU preferences, click Advanced, and check on OpenCL.
