How to connect to internet/web manually? (not automatically)

I just got my Milestone and noticed that whenever my phone has a signal, it connects immediately to the Internet as well by the service provider. I wanted to know the ff:

1. If I see the icon beside the signal and battery indicator (it looks like 2 arrows, 1 up down 1) on the home page that I am connected to the Internet via my ISP, it to say that I'm already charged for surfing the internet or will it only "connects" as soon as I get my browser , email, etc.? I noticed the icon which looks like 2 arrows only "highlight" when I enter the browser, e-mail or other applications that use the net, so I don't know if it means that I am charged only when I get the apps that use the internet?

2. is there a way to simply manually connect to the internet? For example, when I enter the browser, can he ask me first asked how I want to connect instead of just automatically connect using my ISP connection?
