  Referenced libraries are not a good idea with Photos and have no advantage - it of about iPhoto, but applies to Photos- iPhoto and file management

  As for your specific question, there is no way to convert managed photos referenced except in order to import them again

  I suggest that you run your photo library as a library managed on the EHD (it should be in Mac OS extended (journaled) format and connected with a fast wired USB, FireWire or Thunderbolt and cannot be used as a Time Machine backup volume
