This file is 'in service '?  If this utility is just a single exe file, you can probably remove mode without failure or by following these steps:

  1. Open a prompt window commands and using the CD (change directory) command, navigate to the directory where the exe file is located.  For example, cd C:\Program Files\PrivacyRoot\Wipe2011
  2. Open (CTRL + ALT + DELETE) Task Manager
  3. In the Task Manager process tab, select explorer.exe, right click and select "end process".
  4. Your screen will be white, except for the two open windows (command prompt and the Task Manager)
  5. In the command prompt window, remove the file (e.g., del wipe2011.exe)
  6. In the Task Manager window, click file > new task (run...), type explorer.exe in the "Open" box, and then click OK
  7. Your desktop will come back and you can close the command prompt and the windows Task Manager
