HP 8560w: CPU clock stuck at maximum speed

I am under W7 Pro 64 bit on an HP Elitebook 8560w, with i7 2820QM. Yesterday after installing a new device (external finger scanner), I noticed that the fan is running too high. I checked the CPU usage, it has been very low: up to 5%. The processor clock, however, remained at its maximum all the time. I thought - there is a problem with the device driver that is the cause. So I deleted the device in Device Manager, also checked the box to remove the software from the device. No change - problem still there. I've used windows restore for the restoration of control point before the installation of the device. Still not good.

Then I searched the web for similar problems, could not really find anything very close to my problem. There were some suggestions to update the BIOS, which I did and it did not help. When I let the CPU to 100% its maximum clock, it works in 3.1 GHz (CPU - Z) and the temperature is 88 degrees celsius at rest (ouch!). I turned down in the power settings to work 75% maximum, which turns to ~1.6GHz and then the temperature is not so dangerous, that the fan is now not so much.

I found some tips to use msconfig, try the boot, which also did not help, but then I tried to disable all the services (in msconfig) and see if that helps. Long story short, if I let all services enabled except 'Power', my CPU running at 3.1 to 3.4 GHz (still not as low as I hope), but at least it is not blocked at speed. And - most importantly - the temperature of the CPU is a reasonable 53 - 58, despite the high clock frequency.

So here's my question - any idea what could be wrong with my laptop? Why is it still ongoing at a higher clock speed? I have another machine, a desktop computer with i7 2600 and who works 50% clock most of the time, is that max under a higher load.

Yes, I solved it.

The problem was inside the app to scan finger. She defined the level of CPU power to maximum during the initialization of the external finger scanner (to avoid possible problems with bandwidth USB) and it should unset it is. Unfortunatelly the endpoint does not work in my case and the level of CPU power remained on the maximum level. Problem has been resolved by application of the small command line (SetCpuPowerLevel) provided by the supplier of the application, which has the power to the processor level back to default.

    How did you test this? Have you tested this using the CPU on the desktop gadget?
    Are you sure that this software works correctly? I think that no one should trust a single value provided by a program/utility.

    However, the fact is that i5 480M processor supports Enhanced Intel SpeedStep technology.

    This technology allows the processor clock speed to be changed dynamically. This reduces to a minimum power draw and heat dissipation.
    A processor running at a high clock speed allows better performance.
    Using the same processor at a lower frequency (speed), it generates less heat and consumes less energy. This is controlled by the Enhanced Intel SpeedStep technology.
    I think this may be one of the reasons for this different CPU speed (perhaps the main reason).

    Problem:

    My PC never happened:

    -Windows Experience Index rating (stopped at about 75%)

    -Stress test AIDA64 (especially the comma floating unit test)

    -L' Intel processor Diagnostic tool

    What will happen?

    The PC halt + restart (similar to the power failure for those who know).

    What I've done so far?

    -makes everything test with the online HP-> successful support

    -changed the power supply (Seasonic X 760w series)

    -changed the CPU cooler (Cooler Master Blizzard T2)

    -change the graphics card (Gigabyte GeForce GTX 650)

    The system still does not work.

    So I suspect an i7 regularize.

    When I look at CPU - Z, I see a multiplier of between 24 and 27 CPU clock. It's somehow good for my PC speed, but... Hold on... I have never overclocked my PC. It is not yet possible to do it from the BIOS. So my questioned are:

    -How can I force my HP PC to run at its original CPU clock frequency?

    -What on Earth made my PC has changed its multiplier of CPU clock... at will?

    Just to keep you all updated and also in case it might help someone, I'll explain below how I managed to solve this problem.

    After contacting HP support specialist through all 'fixed' I had done before, it could limit the possibilities. He brought from the hyper-threading. My PC is with an i7 from Intel, and hyper-threading is enabled. Given that I have tell - it activated since the boot settings, the PC works fine, I managed to go through all the FPU test and run all my games including Far Cry 3.

    I hope this helps others.

    Lenovo customer service/tech support I asked this question several times, each to give me an answer to 1066 mhz.

    What is the maximum SPEED for the RAM/memory usable by the S205 with AMD Fusion the E450 processor?

    I understand 8G (2 slots of 4G) is the maximum capacity of ram.

    But what is the maximum speed of the ram? I thought that the maximum allowance is 1 066 mhz due to the site, despite the AMD website, saying that the E450 can manage 1333 mhz.

    Obviously, I want to max out my RAM. I went on the site of Kingston and used the option to locate specific RAM for this device and it gave rise to 1 066 mhz 2X4G sticks. So I bought and it just. I just want to come here and see if someone actually KNOWS what as the maximum speed capability (or anything else I should be aware of outside Gig capacity) which can take the S205 with AMD Fusion the E450.

    EDIT:
    In new research, I found the following.

    (1) according to the support of crucial technology, the RAM frequency/speed is controlled by the processor CPU only. And as said by him, the AMD 300 and 350 have a maximum speed of control for the RAM of 1066 mhz.     It seems that if you have E450, you may have to 1333.

    If you have E300 or 350, you can have 1066.

    The manual indicates that the specification of RAM for my S205 1066.  By entering my serial number, I found that Lenovo had actually installed 1333 RAM in my system.  Then, when I added more RAM, I knew to add 1333 instead of 1066.

I was wondering what was the maximum speed of RAM supported by the BIOS. I'm hoping to upgrade to Kingston HyperX 2133 MHz SODIMM 2x8GB DDR3L, but I heard that if the laptop BIOS does not support the higher speed, it is just downclocked.     2. I have some older posts to talk about RAM. I usually use the car for example. You can run a race car at high speed on a race track, not on normal/streets roads; especially on roads with speed limits.

    Hi there I have a HP Envy 700-230ea and for some reason any, that the fan in the system seems to be stuck on max speed, I tried many options to reduce, but none seems not to work. I put it energy saving and leaves to be idle, but it continues to operate in full. I checked the bios, but it doesn't seem to be all the parameters to control the speed and have also installed speedfan, but even once is not make the least bit of difference for the first week, the computer ran very silent but now the fan is very strong even when it is not under pressure.

    I'm sorry to hear that you are still having the problem. I would like that you try to reset the BIOS of your computer. You can do this by restarting the computer and tapping F10. When you enter the BIOS click on file and click on apply default and exit.

    If this does not resolve your problem, I still think it would be better if you contact HP Support for service options.

    I am looking to buy a microSD for my Xperia Z2 phone (6503). My question is: how fast it can write data to an SD card. For all I know, these speeds are dependent on the controller of the SD card. If I'll know it approximate numbers I can acquire an adequate microSD card. Right now I'm trying to decide between: SanDisk SDSDQX - 064 G-U46A Extreme Plus 64 GB - 80 MB / s GB SanDisk SDSDQUA - 128 G-G46A 128 Ultra - 30 MB/s write for these microSD cards speeds half accelerated indicated reed are numbers. I like 128 GB Ultra card capacity, but would not hesitate to buy faster 64 GB card of more extreme.

    If you use 4K as recording features, you may need to get a high speed SD! (go to the Maximum speed you can)

    So I think that like extreme would be preferable in this case, but if your phone is what use you (like me) the maximum capacity (which has better speed as well, if not useless) I use a class 10 128 Go!

    Like many, I know, I think that same 30 MBP will be sufficient for a 4K video!

    If you overclocked?  If so, cancel that.  If the games you play are poorly written, it is not that you can do about it.  If you have not cleaned the dust and lint from your computer within a certain time, you should do that because it accumulates and causes overheating.  For desktop computers, remove the cover and carefully use compressed gas to blow off the dust, especially around the fins in the processor heat sink and air ducts.  For a laptop, I'll ring gas compressed through the ventilation openings.

    My profile for my computer notebook (Acer Aspire v5 - 552 G) says that my processor speed is clocked at 3, 5 GHz, how ever all the measures that I took, it wornt spend 2.9 GHz.

    The processor is a Dual Core of A6 - 5357M (with Turbo Core technology)

    The speed of the A6 - 5357M is 2.9 with a core of 3.5 Turbo. The Turbo is automatic. Turbo Core is much more conservative than the Turbo Boost. Intel Turbo Boost just said: ' OK, I'm going to jack of your processor for maximum then scale (maybe) your processor is backward in time.» On the other hand, AMD Turbo Core constantly varies your CPU giving you average moderate boost.

    I hear fans ramping down when I do and reported by the BIOS fan status seems to support my theory that the fans really slow. Unfortunately, I do not yet have equipment controlling software installed on my PC so I don't see no confirmation of the fan speeds up when running in Windows 8. [HP has none of these tools?]

    If I stop and restart Windows 8 normally (so that it uses its startup optimizations 'fast'), then fans seem to go for the maximum RPM.

    The machine was purchase in Nov 2012: apparently not the internal dust is the problem and it would be not fixed by forcing a boot cold. I suspect that it is a software problem (I consider the offending software if it does not reset the hardware correctly at startup).

    It seems that the fans turn upward but never slow down: is it possible to fix this? I wish that the machine to shut up when it isn't loaded (without having to reboot to get it that way). Otherwise, there is no performance or stability problems (yay).

    This seems to be the problem with your bios on the desktop.
    Discover the same fan speed if you have only the keyboard, mouse and the power cord is connected.
    Also check out an update of the bios on the desktop.
    This would probably solve the problem.
