  As far as I know this laptop has an internal CD/DVD drive.
  I think you simply boot from the Toshiba Recovery CD and must be reinstalled the operating system!

  I assume that you have given I tried to reinstall your system from the recovery CD. If yes then the system should boot correctly. If it's not and it always reports a missing SYSTEM file so I think that your hard drive may be suspect.
