  Had the same problem. I reviewed the Microsoft forum. We need to plug the power adapter into the dock Surface Pro 3 It will not work by the Surface Pro 3 battery alone.   Remove all USB hubs and USB controllers in the list of devices.
  Restart the computer and wait for Win has recognized and installed again all USB devices.

  If your laptop and TV have HDMI ports, then buy the high quality HDMI cable and use it to cvonnect your laptop to the TV.
