As DAWN OF WAR II is compatible with Windows 7. You can see in the link given below:

I suggest you to uninstall and reinstall Steam and check. If you have any games, back to the top of them first to avoid having to re - download all.
 
Click Start, type services.msc and make sure that the service is started or the manual value. But if you get an error, the fair value of the services manual and restart your computer

Also try to unplug the router and connect directly to the internet.
