  You can send and receive messages from your online Charter web e-mail page (you have an even if you never use it)?  At least you can use it (if it works) to send and receive emails until the problem with Windows Live Mail is fixed.  This would exclude a problem with the service of the Charter itself (except perhaps the transfer of your location and messaging program-, but which will be intercepted in the next step, which is to contact Charter).

  Contact the technical support of the Charter and ask for help in the creation of the Windows Live Mail account.  Explain the problem.  A setting is incorrect - maybe the name of the server or maybe some other focus on the configuration server.  Don't let them not the phone is turned off until you are running.  It is difficult for us to help you, because we do not know the parameters of the Charter (and they have people who do nothing all day, but help people who have problems exactly same or similar to yours).

  We went from DSL to FIOS. As a result, I received a new email address, but arranged with Verizon to use my original lequipetv.fr e-mail address. I had no access to mail the original account for several weeks after the conversion to FIOS.   Having two computers laptops, wifi, windows7, and ie8. Your laptop, send and receive. Calendar and contacts works perfectly. Second computer, when you attempt to read emails via messenger or ie8, I get the above message, also calendar is not updated.     If I connect directly to hotmail, bypassing ie8 and Messenger, everything is there, I guess it's a timing issue.   Search for interference antivirus (see www.oehelp.com/OETips.aspx#3).  Then go to file | Identities and establish a new identity.  Add your email account and see if it works very well.  If so, you can go to file | Import | Messages to bring them from the old identity.

  Then, if you lost messages, check the trash and the message of the old identity store bak files that are backups of dbx files that you can retrieve (see point 2 on the page above).  If there is no bak file, then my DBXpress program (www.oehelp.com/DBXpress/) has an excerpt from disc feature that will analyze the entire hard drive for messages and if they are still there, it will recover them.
