I am not able to turn on Windows Defender. Whenever I click on it on my Section of security/control panel, a message appears for a split second saying it's off, then disappears. Usually, if you install the 3rd AV software part (for example, Kaspersky, Norton, McAfee, Tredn Micro...) it allows to disable Windows Defender. However you can do it manually.
