  -Download from OTN bipublisher_windows_x86_101341.zip in c:\temp
  -Unzip bipublisher_windows_x86_101341.zip into the C:\Temp\bipublisher_windows_x86_101341 folder.

  -If setup.exe is run from C:\Temp\bipublisher_windows_x86_101341\Windows\Oracle_Business_Intelligence_Publisher_Standalone, it fails with the error message mentioned.
  -Rename C:\Temp\bipublisher_windows_x86_101341 to C:\Temp\bipublisher

  -now run setup.exe in the directory: C:\Temp\bipublisher\Windows\Oracle_Business_Intelligence_Publisher_Standalone. This time, it will start with success.

  Here is a folk remedy for this situation if this is what you see (or similar looking) of svchost.exe:
