  I tried to uninstall Microsoft .NET Framework 3.5, but the uninstall program always, said: "Setup.exe has stopped working".

  Someone has any idea how to solve this problem?

  I went back to 13.0.1 and disabled the automatic update. Before installing the 13, I blew some left behind registry entries. 13 installed and works very well. I'm waiting for a recall, but the guy Adobe told me that it will be 2 days. Other engine have this same problem... everything is resolved? Help!

  PS - also made a new user account and tried to open with that, thinking it was a permissions problem. Always error 16. Frustrating... can not work if I don't have the software.

  I found a solution on a post in the forum.

  Installation of creative application Cloud Desktop caused my PS CS6 and applications of Cloud Photoshop CC go error 16. After trying just about everything, open the Terminal and type:

  sudo chmod-r 777 library/Application\ Support / Adobe

  instantly solves the problem.

  I must add that when I try and open a file, it freezes and I have to force photoshop completely.

  Try resetting your Photoshop preferences.
