I know I have malware, but my anti-malware programs do not work

I don't know how I acquired it, but I currently have a program of malicious software called "Malware Defense" on my computer. He frequently appears, claims of malware outside himself and insists that I install. It opens internet explore in the background at all times (I noticed it in the Task Manager), and occasionally, he throws even a couple of shortcuts to pornographic sites on my desktop.
I tried several withdrawal methods already. Norton Antivirus is no longer at the start, boots and does not open when I click the .exe. Spybot-Search and Destroy does not open when I run. The Task Manager shows it under the 'process', but its window does not appear. I tried to download Malwarebytes' Anti-Malware, but once I downloaded it, the Installer did the same that Spybot did. As a last effort, I tried to use system restore. It let me get to the point where I could choose the restore point to restore, but when I got to the point where the system restore will actually begin the button 'Next' to activate it was dead. Clicking on it did nothing.
I think it's important to note that I did everything in that last paragraph in Mode safe, so this program extends somehow influence without even starting up.
So, how can I solve this one?
