  If you have already tried downloaded the application on several Wi - Fi networks and signing out and back with your Apple ID, then the next thing that I recommend you to check is that your device isn't trying to perform an iCloud backup or restore from a backup to iCloud.  This can sometimes prevent apps to download or update. You can check by going to settings > general > iCloud > Backup. If a backup is in progress or that she's trying to restore a backup it will let you know on this page.

After trying the "WSReset" and powershell scripts and many other suggestions that I found online, I finally found the cause.
