  Just to isolate the problem, try to download a new copy of Windows 7, and then try again:

  Run the Setup again.

  Open WMC > tasks > settings > General > installation Windows Media Center > rerun the installation

  Does that help?

  If the above does not help then try to reset WMC: -.

  Open Control Panel > uninstall a program > turn Windows features on or off > scroll multimedia features > uncheck the box against Windows Media Center > follow the instructions on the screen > Reboot > open again to turn Windows features on or off in the control panel > scroll multimedia features > check the box against Windows Media Center.

  Now reconfigure WMC again

  If I read this correctly, you have a portable computer that do not have an operating system on it.  You try to install Vista and get the error.
  You've restarted the Vista installation?  So then you get the same error? If you have tried to install more than once and continue to receive this error, check that the laptop is capable of Vista?  You may need to check with the manufacturer of the laptop to see if it is able to support Vista.   Windows Security Essentials (MSE) is supposed to close Windows defender.

  WSE has his own Defender. To have 2 defenders running will create conflicts.

  You should try another recovery.

  New computers coming often pre-installed with Windows 7 have what is called a recovery partition. This is used to reinstall an operating system in the case of a system failure.
