IE 11 8.1 Windows embeded 22.0.0.209 & YouTube

I have a number of client computers running windows 8.1 domain, for what content flash works on most sites, but by default YouTube reports "that you need Adobe flash player to watch this video.  Download from Adobe "."  (Now ask the HTML5 player or enable ActiveX filtering provides a temporary work around).

Customers are running IE11 11.0.9600.18427 update versions: update to 11.0.34 (KB3175443) - what is August 9th MS16-095.

https://helpx.Adobe.com/Flash-Player.html reports 22.0.0.209 Internet Explore (ActiveX) ' Flash Player is pre-installed with Internet Explorer in Windows 8.1 and automatically updated

http://www.Adobe.com/UK/software/Flash/about/ shows the animation correctly, but the reports 'Flash Player is outdated (22,0,0,209).' and below that the latest version of Flash Player are 22.0.0.209 for Internet Explorer (embedded - Windows 8.1) - ActiveX (and 22.0.0.210 for Internet Explorer - ActiveX).

I'm at a bit of a loss as 22.0.0.209 seems to be the latest applicable version?

Whist, I still don't know what has changed about YouTube / Flash since July to bring on the problem, the issue I encountered was caused by having a very old group policy 'political use list of Internet Explorer 7 sites' who had YouTube in its list.  Apparently, it takes effect, but does not appear when you view the IE settings 11 "compatibility list".  Removing it solved the problem (although not the real problem of why YouTube does not apparently see flash as installed etc.).
