  International guarantees are not available for iPhones.   Service and repairs under warranty must be made in the country of purchase.   In your case in the United States.

  I bought L635-127 December 30,2010 and bought with it an extended international warranty from 1 to 3 years (for notebooks with one year standard warranty).
  I registered my cell phone on Jan 2,2011 and received a free upgrade of EMEA warranty to 2 years. Then on January 26,2011, I registered the extended international warranty (1 to 3 years). I received an email showing the agreement no & spare not Toshiba but only the free warranty upgrade from 1 to 2 years is mentioned in this topic.   As far as I know after registration of the guarantee, you should get a label which you can paste on to the back of your laptop. I'm sure that the partner wants to see this label.

  Anyway, you can try to contact Toshiba UK and maybe they can confirm that you have a valid international guarantee. Otherwise you can also try to contact Toshiba Europe in Germany. I'm pretty sure they can give you proper notice also how you can solve this situation.
