Secret is to disable ActiveX filtering.
On an IE browser page click the icon for the sprocket (upper right corner of the screen)
In the menu drop down select 'security '.
Chances are that ActiveX is displayed in a second menu - with a check mark next to it.
Click on ActiveX to turn it off.
Job done.
Why, oh why, can't be explained when the problem is so well known.

My financial situation we will say is not the best. I put "always ask" m4v files but it will open in the browser in any case drive

Now when I try to download these videos (by copy - paste the direct url to the file in the url bar) it just open this video in the player.
