  Perhaps rather... DELL laptops, because it seems that this problem is mainly related to them.

  You can also try to get in touch with the Support technique Dell . Maybe they have already found a solution if the problem is related to their laptops.

In the Windows Help section, it suggests that there should be a tab "Scrolling" in the mouse properties window, however, when I opened the window just 4 tabs are "Buttons," "Pointers," "Pointer Options" and "hardware".   On a desktop PC, hold down the CTRL key and turning the mouse wheel will make the icons larger or smaller. Maybe you did the cell phone equivalent to that. Maybe even a sticky control key.
