Legitimate emails alert Windows Live team

Received mail from ' * address email is removed from the privacy * "requesting personal information about my hotmail account in order for Microsoft to 'upgrade'."  This person is legitimate and if I do not answer, my hotmail account is going to be closed for 48 hours when Microsoft only their "upgrade"?
