I suspect that you have used in the past the Windows Installer Cleanup utility, was as deeply in the past before this problem occurs?  The reason I ask is that Microsoft has just withdrawn this service program.

Microsoft withdrew the Windows Installer Cleanup utility because of reliability problems, or is it only made available in specific tools Fixit.

Download and run the tool Windows Install Cleanup http://www.softpedia.com/get/Security/Secure-cleaning/Windows-Installer-CleanUp-Utility.shtml and see if that solves the problem.

If this does not work, download another copy - this copy may be impaired.  Save the download on your computer instead of just running.  When it is on the desktop, right-click on it and click Run as administrator, and see if that helps.

It seems that you have chosen to "restore the computer to factory State" that will indeed have destroyed ALL of your personal files, in addition to removing all the programs that you installed after that you got the computer first.

A problem with restoring to factory State, it is that Windows will be updated to the date of the computer has left the factory.

The first step is now to determine the State of your hard drive - a problem with the hard drive is probably the cause of the original error on HAL. DLL. most probably the "restoration" process has solved all the problems, but it is worth the visit.

Open my computer, right-click on the icon for the C: drive and select Properties.
    Select the Tools tab
Click on the "Check now" button
Check the two boxes in the window "Check Disk drive Local (c)"
    Click on click Start

Answer Yes to the question in the following window appears:

Click OK to close the Properties window, and then restart the computer.

When the computer restarts, you will see something like this:

When chkdsk is finished and has (hopefully) corrected all errors, follow the directions in the post of JW Stuart to firstly download SP3 (link at the bottom of his post), and then install it.

Here is another set of tips for the installation of SP3, contributing Daavee (slightly modified because you already have SP2):

And here are the tips that still work for me:

    1. download the installation of SP3 and IE8 (beforehand) files. I prefer to keep these (and other useful files) on a USB key, but this is optional. Here are the links to all the installation of three files:

    http://www.Microsoft.com/download/en/details.aspx?ID=24 (for SP3)

(You can TOTALLY ignore the message "intended for it professionals"!)

    http://www.Microsoft.com/download/en/details.aspx?displaylang=en&ID=43 (for IE8)

(You need to install IE8 AFTER SP3! Trust in me.)

And if you wish, download the Setup file of a good anti-virus program. [Get Microsoft Security Essentials at first, unless you have an a / v already installed]

    2. disconnect Internet. Also unplug all unnecessary devices.

    3. temporarily disable the automatic updates. To do this:

Start | Control Panel (switch to Classic view if not already selected). Automatic updates

    4. install the SP3. Restart TWICE.

5 move to IE8. Restart TWICE.

    6. install anti-virus software.

(What happens very often is that someone has their software antivirus running as they try to install SP3, which often translates into chaos! "This is why it must be done after installing SP3 and IE).

[This is why JW Stuart has proposed to perform the installation in a "Clean boot" State - where your antivirus won't work.]

    7. make sure that firewall Windows is activated (it should already be):

Start | Control Panel | Security Center

(Now you can physically reconnect to the Internet. Update Antivirus program.)

8 visit Windows Update to download and install only the critical security updates. Restart each time you are prompted.

    9. reactivate the automatic updates.

You can reset the Windows Update components by running the Fixit on this page. But if there is malware present, she will continue to reset the connection to the update servers:

How to reset the Windows Update components

    http://support.Microsoft.com/kb/971058

Suggest you download and save the Fixit. Then configure the system before the clean boot by running:

How to troubleshoot a problem by performing a clean boot in Windows Vista/Windows 7

    http://support.Microsoft.com/kb/929135

Once the Fixit has been downloaded and the system is started in the pure State, check that the native Windows Firewall is now on if a 3rd party firewall has been used previously. Now run the Fixit and choose the default mode. Restart once it's done and see if the system can be connected to the update servers. If he can't, then rerun the Fixit and choose aggressive mode. Turn it back on when he finished the race and updates.

I suggest before you stop and install the updates, disconnect from the Internet, first.
