My laptop has problems and I can't use most Windows programs on my computer

Original title: nothing works

I turned on my laptop Vista today after using it only not for about a week and he is haunted by the things go wrong. The network in the status bar icon indicates that the network is disconnected, even if it is connected properly. I can't use most Windows programs including:

OneCare, Windows Update Services, the event viewer, Defender, also Outlook will only open in safe mode. These are only the ones I've tried, so there may be more.

I received a 0x8007043c error message when you check the update of Windows, but most of the time that it does not open.

As I said, I haven't used the PC for a week or two and I have Windows Update set to automatic, so it can update itself, but I do not remember.

If anyone has any ideas, I would be very grateful for your advice!

Follow these steps and check if persists it to the question.
 
Step 1:
 
Problem could be related to infection of virus/malware or spyware. I wish that you run a full scan using your security software in order to remove the malicious software.
 
Step 2:
 
I would have you done SFC scan on your machine to determine if the problem related to the corruption of the system files.
 
Step 3:
 
If the steps above do not work, I suspect involvement of conflict of software of third party causing the problem to occur. I would like you to put your computer in a clean boot State. Clean boot helps eliminate conflicts of third party software.
 
Note: Follow step 7 to your computer as usual.
 
Step 4:
 
If none of these suggestions/steps help, do a System Restore to the point (Week) where the computer was working normally.
