  The problem has been fixed.  I got to speak to a representative of different Verizon tech who confirmed that the problem was indeed a problem with Verizon and had nothing to do with Microsoft.  After confirming that I had taken all the possible correct steps, with the help of a L2 tech 3, he made the necessary adjustments on the side of Verizon.  Although he did not specify what has been done to correct the problem, he says that my account is in a loop of "authentication", which was caused when I changed my password for Verizon.  It should not have happened, but he recognized immediately what was wrong wihen it looked at my account.

  Congratulations to him personally to admit that it was a matter of Verizon and correct the problem.
