I manage the licenses for a local public body, last March, I needed to purchase subscriptions of Photoshop on behalf of my colleagues - they have received funding to pay for 2 years paid for 2 users. I ordered 2 subscriptions directly with Adobe and, after a few issues quickly resolved with the agreement of VIP, my users were running (actually that one user, as else the subscription has never been used).
In November, my existing user wanted to update their Photoshop to the full Suite of creative Cloud and needing another Acrobat and InDesign user. I approached my LAR usual for a quote and given our VIP number, only to be told that the number belonged to an agreement for the Commercial market sector, not the Government. Note that fresh Adobe less under Government that under Commercial, so I paid more than I should have and I thought it is more equitable for Adobe to refund the difference and convert the above agreement or cancel it and put in place a new. I was not asking for a full refund (including the yet unassigned Photoshop), just the extra we should never have been charged.
Because I couldn't quickly a solution through the Adobe customer service team, and my attempts to contact the seller who handled the initial order has not responded, my LAR put in place a new agreement of VIP under the Government sector and sold me the required subscriptions.
I turn now to the end of the first year of the initial agreement and despite several attempts by me to get a resolution from Adobe (usually ending with "I'll call you back" - who never happened), I just got an email telling me my case has been resolved and closed.
Is there anyone or anyone can help me before I have to send the question to our Legal Department?

I cannot do much to solve a problem that should be simple.
Unfortunately, the staff of your online chat seems to be completely clueless on your own terms regarding payment methods!
I currently have the student/teacher edition and I want to change the date of my subscription payment direct debit from my bank account.
I was told by one of your support staff less useful than the only way I can do this by canceling my years current plan, putting it up on the date I want to than my payments that can be taken on.
I was also told by your staff that I can't pay my monthly subscription with a Visa UK debit card, and to a credit card? It is a nonsense, because I had to pay my monthly fee from my bank account with Visa debit card since I signed more than two years ago.
This seems to be a puzzle, as I said if I cancel my subscription, I might have to send proof of my student status too.
Could you also tell me if I will be charged additional fees by cancellation and set up again?
I seems Adobe haven't really very easy way around it.

You can cancel a monthly subscription to any month, but an annual subscription (paid at the same time or paid monthly) will incur a cancellation fee if you cancel early.
Billing goes depending on the day you buy and is charged each month date here if you pay monthly.
You can contact support if you need to cancel, but I'm not aware of any way to change the date of the month after your payment will be posted.
As long as your credit card billing country is the same as where you live, the credit or debit card should be ok.

I bought Adobe Indesign with the intention of using it one month. I tried to cancel my subscription since. There is no phone numbers that I could locate and nowhere in my app options can I find a fact button cancel. It is certainly an intentional design decision by the company.
I want to cancel my membership as of today. I also want to recover all the additional months, that I had to pay for a service that I don't use. I can't wait to hear what we can do.
