new password can not pass password requiremensts has although uppercase, lowercase, # and 9 to 10 characters

When I try to use Control Panel to change the password that I asked that the password does not pass needs even if the password contains ten characters long, upper and lower case, a # or a % and a number.  How can I get around this, please.

If your computer is connected to a domain then you need to talk to your domain administrator.

If it is not connected to a domain, then you must run the secpol.msc command and follow this path: security settings / account policies / password policy. Now change the settings according to your needs.
