  When I try to download a file or a program (e.g. update of Java to open some of my programs) on the internet a window pop up appears saying:

  In your original post, you mentioned an EXE file, now you say it's a JNLP file.  What you trying to do?  If you try to update Java, go to

  http://Java.com/en/ and download the update.  I don't think that a JNLP file is executable.

  Windows 7 Edition using Home Premium.  For several weeks I can't download files, even from Microsoft.  They appear to download successfully, but I can't run or save them, nor can I find them in the downloads, Desktop, anywhere.

  POP accounts are generally customer (as opposed to the server function) and stored on your device.  If your device on space is insufficient, the settings for the e-mail may restrict downloads on your device, resulting in the message in question.   This is particularly true for all messages that come with attachments or are preformatted html.   Ask your contacts to send messages in plain text.
