Problem with weakly typed ref Cursor

I have problem with a procedure in a package that returns a weakly typed reference cursor.
The cursor that is returned to give the desired result when connected as sys and sysdba.
But the user has rights of execution on the slider isn't a result.
If I run the query for the cursor as a user I get the desired result
I tried creating a new procedure outside of the package and it still doesn't work the way I want it.

I tested changing authentication none in sqlnet.ora and still no results

    I want to set the cursor in the PACKAGE SPECIFICATION, and not in the package body. The issue of the bind variable and the string is neither here nor there because I pass parameters to the cursor.

    What you ask is to use a PL/SQL cursor (defined in the specifications of the package or elsewhere) and that convert a Ref Cursor. N ° cannot be done.

    Thus, slider ref and PL/SQL cursors are different concepts, both designed to manage cursors in a slightly different way of programming. You cannot mix them.

    (1) check the Task Scheduler to auto scan or a daily update of the antivirus and something similar programs. You must change the settings in the program not to wake the machine for this purpose.

    (2) this is usually due to the user thumbpads brushing the touchpad while typing. Many laptops have an option to disable the touchpad. For others, it allows you to go to the applet to Panel control and mouse and on the device Options tab, select the touchpad and click settings and check the box hide the cursor when typing. For some, just be aware of how this happens is enough to avoid it.

    Looks like a trivial question, but through the course of a day it gets very boring very quickly.  I don't remember that it works this way in older versions of windows, and I hope that there is a way to fix it.  What I would like is the first click on an app just make active in order to quickly click the apllication anywhere and start typing there where I left.

    I am pleased to say that I have really only one problem left to solve.  I have a Dell Inspiron N5010 with Windows 7.  I started having this problem immediately about two or three weeks after the purchase of this computer.  I have problems with my cursor.  A Laptop store owner who corrects laptops told me ' you type you're probably hit a key that throws the slider out where you type and be aware of this.  I really don't think that.

    Is that the problem is that whenever I type just arbitrarily the cursor jump to other sections of my screen where I previously typed something.  It's very frustrating.  Can you really fix that because a tech support person told me that "which cannot really be fixed with someone to take control of your computer, or there is a problem with the keyboard".  That's what he says.  "It could be a problem with the keyboard" and he concluded that it might have to be taken in a store or (sent to DELL (and I say no, no, no (Amy Whinehouse)).)  A lot of smiles.

    But in any case this problem can be corrected as any other problem?  I hate it when this cursor jumps around on the screen to the typed sections previously.  It does not have it on my desk.

    I was hoping that someone could help with this.

    My dad's Mac has a problem with the cursor. It uses the trackpad and when you try to click on a link, it will not work. The arrow does not change into a symbol of the 'hand' and it can not click on it. This makes it almost impossible to navigate. It seems that the links are not recognized. He tried to use a mouse via the USB port and nothing changes.

    2. Always check "use the cursor keys to navigate through the pages.
