  Follow these steps and check if that helps.

  Step 1:

  There is usually a ring or something raised around the lens. try adjusting the focus of the webcam. Consult the manual of the webcam or visit their support site.

  Step 2:

  I suggest to find the latest driver/software for webcam on the manufacturer's Web site and install it on the computer.

  Uninstall and reinstall the webcam from the Device Manager:

  a. open the Device Manager by clicking the Start button, click Run, type devmgmt.msc and press ENTER.
  b. in the list of USB devices or imaging devices locate the webcam and make a right click on it and then click on uninstall.
  c. restart the computer and re-install the driver software.

  Step 3:

  3 have you tried to uninstall and reinstall the drivers for your Webcam?

  I suggest that you uninstall all the USB hub in your computer and check if you have the same problem.

  To remove and reinstall all USB controllers, follow these steps:

  a. Click Start, type Device Manager and open the Device Manager.

  b. right click on each device under the Bus USB controllers node and then click on uninstall to remove them one at a time.

  c. restart the computer and reinstall the USB controllers.

  Once you uninstall the drivers, try to install it again and check if you have the same problem.

I thank him profusely for his help of stirling, but cannot wonder why the * the site is impossible to solve problems successfully and why the stupid help e-mail has not be ringing me or at least give me the dell service tag.   Support site told me that I need F.11Rev1/20/10/2014. I installed, rebooted and saw that he had failed.

  What's worse, is that the program Insyde update it says that the 2009 version is updated - see below.

  The current version available is F.23

  Once the download is complete, double-click the downloaded file and follow the instructions on the screen.

  You will notice may-continuous display blank for a few seconds, which is quite normal. Once the update is actually the device automatically restarts.
