4 GB of Ram

And I tried to clean the fan with or without adapter restart, change the power setting.
But no success fan stil maintains 90% all the time. And does not turn after he starts in mode 'sleep'.

In my opinion the CPU can be emphasized by a process that runs in the background. This means that the CPU runs at 80-100%, and this means that the cooling system run more fast to cool the CPU.
I think you should start the Task Manager and check the running processes.
There you can see the processes that use a lot of CPU performance.

Perhaps these processes belong to the installed software or tools so if you n t know exactly what a single process doing, google for more details on this process.
