Satellite L655 - 1EW don't start - no battery charge

I need help.
My laptop doesn't work anymore.
When I press the power button, the orange light blinks slowly.
The main power turn on no light is on (power led), do not charge the battery!

I have check the external power supply, it's ok (19V is here).

You may think that the battery can be fault or the power supply on the motherboard?

The L655 - 1EW may start without taking the battery inside the computer?

Battery cannot be the problem here, because the laptop turns on with the adapter only.
You said also that your verified the external power supply and it seems to be ok, since it provides 19V.

So I only see an option here: its motherboard related issue.

PS: you can also remove the RAM modules and could test the unit with the new RAM

    I m not very well, but this problem could be linked to the USB/Chipset driver. So I recommend you a chipset driver update that you can download from the official page of Toshiba:

    In my opinion, it has something to do with the OS or drivers. I mean the USB ports work physically because you wrote that everything works if you plugin the devices after Windows starts.
