Satellite L750D - can't access 4 GB of RAM under Windows 7 64-bit

I recently bought a Satellite L750D/009 with 4 GB of RAM. Have installed Windows 7 64 - bit OS but panel shows that only 3.47 GB of RAM is usable. I expect this from a 32 bit OS but I'm * definitely * running 64-bit OS.

Can someone explain this?

    -Then Toshiba HDD Recovery.
