  If you are on the same machine, the only service that you absolutely need to start is the database service.  In your case OracleServiceSYSDBA (hmmm... How did you find with this name?).

  For queries, you can use SQL * Plus which should also be installed.  If you want something GUI, you can use SQL Developer (you need to install separately I think).

  Looks like you are using page layouts in grid of fluid Legacy feature that is unstable and very difficult to work with.  It is prone to failure, especially when you try to modify the CSS layout with panels of design.

  My advice is do not use FGLayouts or if you do, do not change the CSS layout.  Create a separate custom style sheet for styles of content.

  For this bar, open desktop (or any other folder). Go to tools-> Folder Options and in the general tab, check the show common tasks in the option box of records under the tasks column. The bar appears.
