  Thank you for taking the time to answer.  In fact, thanks to some Google-ing, was able to find and correct the problem.  The problem started when I tried to install and check one of Teradata JDBC driver.  When I tried to stop and restart the service, he shuts down.  Then would start again.

JOURNAL file should tell you exactly what is wrong, and he did.  He showed an invalid character in 4 places in the file of neo - datasource.xml (in the C:\ColdFusion9\lib folder).  So my options were to remove invalid characters, or replace the file neo - datasource.xml with the last good backup of work.
