  You can upgrade directly. The release notes says:

  For all SCCP firmware version firmware updates versions prior to version 8.3 (3) to Version 9.3 1 or

  later, you must upgrade your firmware of the phone to an intermediate version (8.3 (3) 8.5 (2)), then

  For anyone having problems with this I want to post my solution. The problem was that I had the menus in an Accordion widget and it's what limits the image quality. When I gave each menu is page clean and defined the container over the entire width and image to fit to fill the image quality was back to what I was expecting. I had first to understand why the logo (which has been implemented in full-width) was not blurred but the menus were terrible, so I knew my answer.

  You can always update your firmware with iTunes. But it seems you might have a larger, likely hardware problem with your phone.

  So I buy a used iPhone 5s model à1453 and bring it in to verizon (our account is with vzw) store, get a SIM card. They can't get it activated and don't know why. Guy from Apple shows me on his iPad where it shows locked to tracfone.  So I talked to TracFone twice and they do not have this IMEI in their database, 2 + levels of support later and still they say they don't have locked it. I even called Sprint / US Cellular/Verizon in case they like cdma carriers have locked and they do not have the locked imei. Returned in apple store today and they were kind enough to provide us with a new phone, but as soon as we tried to activate the phone, we get the same error message. Going round and round in circles. All advice is appreciated.

  Have you updated to 9.3.1 again? If this is not the case, try to update via iTunes to see if it solves the problem of Activation required. If this isn't the case, you may need to use Recovery Mode.

  I suspect that the Twitter screenshot is a phishing attempt and I recommend not not by clicking on the link, and especially not to provide any personal information. iPhones can not be hacked (unless they are jailbroken, and I doubt that you have done this). However, you can get the malicious texts and Safari pop ups trying to hook info the user. Wouldn't hurt to do the following:

  Reset Safari. Close Safari completely from the multitasking window by double clicking the Home button and slide up the preview pane of Safari until it disappears from the display. You may need to search the Safari part covering scribbles to the left. Then go to settings > Safari > clear the history and data from the Web site. Then perform a forced reboot. Hold down the home and Sleep/Wake buttons simultaneously for about 15-20 seconds , until the Apple logo appears.
