Unable to access important programs

We have a HP Pavilion 9287 with windows Vista. Yes it's old, but basically works fine. Recently, we were unable to access a few sites that allows us to pay the Bills and verify financial information. We can always get these stations on our iPad, but not on the HP. The display shows the internet Explorer is unable to access the Web site. We have performed a full scan with our Norton 360 and nothing turned up. Any ideas?

  • Close all Internet Explorer Windows and Explorer that is currently open.
  • Start Internet Explorer.

    Note If you are running Windows 8.1 or Windows 8, start Internet Explorer on the desktop. Change your settings will affect Internet Explorer and Internet Explorer that you start from the office.

  • Unable to access important programs (services, gpedit, regedit) when this OPTION is enabled? Is this normal?

    I don't know if it's supposed to be like that, but I can not important such as regedit, services.msc, gpedit and similar programs? I use them a lot, but I also want to keep UAC turned. I am the administrator, so I thought admins had no such restrictions.
    Also I want to know, is if it is normal that when I turn the UAC, I am immediately limited a lot of options in the control panel, so when I want to disable it again, I can't open the settings of UAC in CP. I started in SafeMode CMD and disable them via regedit by accessing the registry and setting the value to 0 EnableLUA.

    Edit: I DID it! THE PROBLEM IT IS THAT SOME TIME AGO I REMOVED SYSTEM FROM THE PERMISSIONS LIST FOR C: DRIVE THAT EXPLAINS EVERYTHING. Thanks to all for the replies.

    It does not matter. I fixed it. A month ago I, deleted accidentally, SYSTEM in the permissions list in the properties for the C: drive. Dick move. Thanks for help anyway!

  • Virus problem? -Unable to access many programs, Windows Components, System Restore

    I am reasonably confident that the issue I'm having is the direct result of a virus. The first sign was after recording in the other day, a message popped up that says that my copy of Windows is not valid. After re - validate, I am still not able to access many programs, System Restore, components - run Windows, Control Panel, Defender etc. I already ran several scans-MalwareBytes, Hijackthis, AVG, ZoneAlarm, SuperAnti-SpyWare, Avira, Emsisoft, etc.. Still nothing.

  • Java Virtual Machine Launcher displays, "Unable to access c lib\MP3Rocket.jar" from recently, I get this error message when I try to open my file sharing program "MP3 Rocket". HOW CAN I FIX OR STOP THIS?

    Hi I have just solved this problem by going to Java Virtual Machine Launcher poster, "Unable to access c ... . and from there to the MP3 Rocket help site and the connection. From there on, I was able to download MP3 Rocket Pro, but I've changed where I put it, I created a new thing entirely next folder that I knew I had the program back and working again. I did it without having to go through the default programs bit. Give it a try. It is simple and easy. Sometimes I think that we have an overload of information and I found happened to me. I'm not a computer whizz at all. Just a cranky older woman tired of all this.

    Make a check of malware with several malware scanning of programs on the Windows computer.
    Please scan with all programs, because each program detects a different malicious program.
    All of these programs have free versions.

    Make sure that you update each program to get the latest version of their databases before scanning.

    My utl_fil_dir is/usr/tmp and when I clone DEV and DEV2 I pointed at their on the same/usr/tmp... maybe they have conflicts on leave?

    If you use applmgr different users, the answer is Yes.

    Should I return all the .tmp and .oracle in this directory?

    Remove all the temporary files under the directory ' / usr/tmp. Additionally, make sure that this directory is written by all users applmgr/Oracle on your server (use the chgrp and chmod commands).
