Unable to connect to Document cloud

Currently having difficulties to access the Document Cloud through my browser and Acrobat Reader DC.

Chrome - this site is not reachable cloud.acrobat.com took too long to respond. Try: Checking the connection, check the proxy and firewall running Windows Network Diagnostics ERR_CONNECTION_TIMED_OUT

AR DC - no Internet connection

Any thoughts? Barely noticed this problem on my desktop.

Problem seems to be resolved.  I wonder if it's a matter of intellectual property? So my phone worked on the 4G.  I had it before with my ISP that they re - use IP addresses that may sometimes be prohibited. This would cause this issue?
