Did you disable (possibly uninstall) your antivirus? Try disabling the start of all the
programs - Start - type in the search-> msconfig box found at the top - right click on
RUN in until ADMIN - Startup tab - uncheck all - restart. Uninstall programs such as
SpyBot, SuperAntiSpyware, SpyWare Doctor and others who can be very intrusive.

Referring to 956702 KB notes that the http://go.microsoft.com/fwlink/?LinkId=167357 link that needs 32-bit is 64-bit. In addition, it specifies SP2 - which obviously I do not have. But I manually downloaded the apparently correct tool and ran it - get does not apply.

You are supposed to try it in "Safe Mode with network"; not 'Safe Mode'.
You need a cable connection; no wireless using this method.

I tried command prompt, changes in safe mode, go to the control panel and changed the .bak thing, but it did not always help! It is on my ADMIN account, and all about it is blocked. I can't download or update anything because the password does not work - I can't even sync the songs on my phone because of that! So everything around having to use approval of the Admin does not work. The changes that I have on safe mode did not hit anything! What should I do?
