Welcome Delay screen - SOLVED!
I installed and activated my Windows 7 Ultimate x 64 on my laptop. The official release. When I installed it worked perfectly, duration of boot time was about 35 to 45 seconds (measured with the event viewer). Then I installed the drivers for my PC. After you install the drivers, I noticed that the boot was much slower, and after system reinstallation and drivers about 10 times and some research on the web, I discovered that the problem was my graphics card driver, which was built in Catalyst Control Center, software that has been developed for editing the settings of graphics card , which I don't need (I'm sure that Catalyst Control Center delayed because the other drivers did not affect display welcome screen and startup time - after I installed them start time was almost the same). So I installed system and the drivers 11th time in a row without Catalyst Control Center and it worked fine. Boot time was about 50-60 seconds, and I was very satisfated. After that, I had a few problems of configuration of Windows Update, so I had to reinstall the system and the drivers again. I did, and the delay of the Welcome screen happened again. I have to wait 20-30 seconds, I watch "Welcome Screen" before displaying the desktop whenever I turn on my PC. Duration of start-up time is sometimes more than 120 seconds.

Hello everyone, I just installed Windows 7 Professional 64 bit and I noticed that once the computer is turned on and sitting in front of the Welcome screen (there are 3 users on this computer), it will continue to show that the screen and never go to a screen saver. You can activate the screen saver of logon by adding a few registry values.
One of the problems that you have is that Direct3D support is not enabled on the login screen, which means that you cannot use any of the stock of Windows 7 screensavers. With this in mind you can download any of your choice on the web or enter logon. File SCR to a Vista machine. The file will be in C:\WINDOWS\SYSTEM32 - copy it to the same location on your Windows 7 machine.
Now, open the registry editor and navigate to HKEY_USERS. Default-Control Panel-Desktop
Under this key, create the following REG_SZ values...
SCRNSAVE. EXE = C:\WINDOWS\SYSTEM32\LOGON. SCR (or whatever your file is called).
ScreenSaveActive = 1
ScreenSaveIsSecure = 0
ScreenSaveTimeOut = 60 (or whatever the desired delay in seconds)What is - this - you will have your screen saver to the logon screen. If you need help made me know in the comments section below.
I know that I'm not editing the registry here talking and I assume that you know how to do it. If you haven't, let me know and I can send you a. REG file for example which will do that for you.

Windows welcome 10 screen savers

Computers are unlocked after hours to push software installed. Install 2015.006.30033 first, followed by the 2015.006.30096.msp upgrade. Then, the computers are locked again. All this is done without supervision, so it's impossible to connect in each and close the boot welcome screen as a user.

I tried to put this value in the location of HKLM values bShowWelcomeScreen or bUsageMeasurement in the Customization Wizard, but not luck and attempted to add to the HKLU in editor package, but through SCCM installation of the software under a different account, the registry value does not end up in the currently logged on users register immediately.
