  Try a clean boot (Vista and W7) http://support.microsoft.com/kb/929135. If the problem goes away then it's just a matter of tracking down the culprit at the origin of the problem.   Running Vista Home premium, SP2, 32-bit o/s and receive messages of "update failed". I checked the permissions DCOM, has given full control to the SYSTEM account, checked registry permissions.  When I went to check the properties of the Windows Installer service, I found that WINDOWS INSTALLER did NOT appear on the list!

  Problem was recognized during scheduled updates were fails with the error 80070641 Code 641.  I tried to download WINDOWS INSTALLER 4.5, but all the versions for VISTA failed with "not intended for this machine" messages, I tried.  Help!  I can't uninstall even without this module.  Thank you.
