  This looks like a problem of overheating as already indicated by Jose. I disconnect the computer from the electrical outlet, press in and hold the power button for 5 seconds.   It can happen due to several reasons:

  When you perform a manual archive (via ALTER SYSTEM ARCHIVE LOG CURRENT/ALL)
  When Oracle must respect your ARCHIVE_LAG_TARGET (defined in seconds)

  By dragging from the photo browser to the computer desktop still works for me.  As soon as I drag to an empty space on the desktop the pointer turns into a green '+' and I can put the photo.

  Rather than drag the link, try to drag the favorite icon /the site identity button which is on the left edge of the address bar to the bookmarks toolbar. That should allow you to add a bookmark to the bookmarks toolbar.
