Windows 7 Ultimate core 41 error message/absence of download INet.framework 4

Windows 7 ultimate core 41 error message/when my computer shuts down now after the error message will not appear my startup journal (black intro screen) and pressing F1 or F8 to enter is prevented. I had my tech look at the computer, and he said it's very good. I bought and built my computer to write the music and it's a nightmare w/all the fracas. I even went to fix and debug kernel41 for Dummies and has not worked. I downloaded. NET.framework4 and it would not install, and still less the debugging tool which he rejected. I am computer savvy, but I'm certainly not a tech and a lot of this is incomprehensible. Cannot not Microsoft we repay or even come w/a fix? I spent a lot of money on windows 7 ultimate and it is absolutely ridiculous. If anyone can lend an ear or provide a plausible solution, I would be really grateful.

    If you use Norton, AVG, Avira, Microsoft Security Essentials, McAfee, etc. the default action is for Windows Defender must be disabled, that these AntiVirus programs have their own Antispyware Applications.

    OK, I was on the phone with support for about an hour.  Problem has been resolved.  Turn user account control either the lower or penultimate level.  This version fixes the problem!

    I don't think this is the correct error code - check again.

    What security software you have on your system (it - name and version)?  Some disable Windows Defender in installation intentionally to avoid any conflict, so you won't have a problem, but simply a case of using a product that disable Defender (and Defender must remain disabled in this case as long as the other program is installed).

    To repair the Defender:
    Start - Control Panel - programs & features - Windows Defender - click on "Click here for support information" and choose repair.

    Update (update) Defender:
